It is the objective of the Measurement Rating Committee that the AMS or SMS rule shall not favour new designs to the detriment of older, well-campaigned boats. In order to achieve this objective it may be necessary to utilise Provisional Ratings until the speed potential of a new design has been confirmed. Owners wishing to test new designs or configurations may apply for a test certificate. A fee will be charged for the provision of test certificates and a limit will be imposed on the number of test certificates provided i.e. 3 per year.
